The number one approach will be to mobilize the locals through opinion leaders and local administrators and provide comprehensive civic education including but not limited to how they should engage with mining companies and the government including from the ward level to the county level and up to the national level. Community engagement provides an opportunity to build on-going relationships that cover broad interactions over time. It is not a one-off event, but a continuous process that evolves.
